Hi, I'm a high school student in Dallas, Texas and I just have a few questions. I have to research the Texas School Funding program for the District Debate Competition but I am having many problems really understanding how the system works. If someone could help me understand how it works I would greatly appreciated. Also, if someone has a certain opinion on the system or knows of a better system, please inform me of it. Thank you.
