VCDgear (do a web search) can convert DAT to a lot of different formats, including MPEG. It might be able to convert DAT to AVI, but I don't know. It is possible to buy MPEG editors, but I suppose that's not what you're interested in. http://www.dvdrhelp.com has guides on how to convert between different formats.

You'll need to decide which .avi type you want to use, Divx, Xvid, HuffyUV, etc...I use Virtualdub to convert to .avi - if the VCD was authored properly to start with, Virtualdub will accept the VCD file with no extra steps, other than converting the .DAT to .MPG. It may take the .DAT file, but I don't know what it would make of the riff header.
