I have file I downloaded from the Internet I can not play with Windows Media Player. It is a PC file; .VCD.

Answers

.vcd is not a valid file extension. Try renaming it to .MPG or .DAT and see if that helps. You also need to consider the possibility that what you downloaded wasn't made correctly and will never play.
