On IRC The Anime Haven is on Enterthegame and aniverse, they fansubed the first 15 then wolf pack productions helped from there, www.theanimehaven.com they stoped doing it because it was licenced bye sho-pro.

I think the best way to get Rockman.EXE episodes is throught a program called DC ++. It's like kazaa downloading movies and such, but you kind of have to choose a server. You can use irc, but i can't understand how to download a movie. Here is the website to download the program http://dcplusplus.sourceforge.net/
