how do I convert an MPEG movie into a series of JPEGs?

Use some sort of capturing program to save clips to JPEG format. PowerDVD can do this. Other DVD playing programs probably can too. If you play something with PowerDVD and pause it, it can do captures to JPEG of whatever is playing at the time.

You can probably use a Mpeg2 decoder card to play this file and feed the output to a character generator card,where from you can grab the picture using a grab program like vmp4.1.

use virtualdub to get the frame you want. put it onto the clipboard and paste it into paintbox, then save as jpeg.
