Lol, it doesn't get much cheaper than IRC!! I think I saw an fserve with at least vols 1-9 on it over at #mangaproject at irc.mircx.com. If you don't want to use irc then you're obviously not quite cheap enough. :p

You can get manga as a freeloader on streamload. I have I think all the blade of the immortal manga. Get yourself an account and email me with the name if you want.
