hey, does this ova have anything to do with the rockman.EXE series? since in this, when i look at clips of it, it shows the rockman/roll/rush from original megaman games

If it has the Rock from the original series, then no, of course it doesn't have anything to do with the EXE series. The OVA is 10+ years old and was originally meant to become the pilot of the American Mega Man show we know and love/hate today but at the time the "anime" style wasn't appreciated here in America so Capcom USA decided to do their own thing.
