When I download anime (dvd rip) on the internet, why is it always in english sub but not english dub?

multiple reassons: 1. It may be a HK DVD or the like that simply does not have english dub 2. It may simply not be an actual DVD rip, but a fan sub 3. Whoever ripped it may have simply forgotten to rip it that way 4. Because of some strange, incoherent reason beyond anyone's control or understanding...
