SEATTLE -- The King County Council this week reluctantly agreed to spend about $4 million to upgrade one of its financial computer systems.

"It’s not necessarily welcome, but is necessary under the circumstances," said County Councilmember Larry Phillips, a Seattle Democrat.

The county financial system, run on Oracle software, will be discontinued next June. Known as IBIS, it supports accounting and purchasing applications for the county's wastewater and transit divisions, which will pay for the upgrade.

The project earmarks $1.5 million for consultants to upgrade the software, develop a training program and materials, and provide quality assurance.

The county has no plans to restart efforts to update and merge its two major financial systems. Faced with mounting costs and delays, the county froze the project in 2000, having spent more than $40 million but still failing to get it off the ground.
