What software can I use to take scanned images(jpg) and make them into a .dat file.

I have a Sony CX-860 DVD carosel and want to see if I can modify the VCD that has the movie jacket pictures with my own movies jacket covers. so they show up in the disc explorer.

Never Mind, I found an app that will read in a jpg and make an mpg.
