AS HM Chief Inspector of Prisons, Sir David Ramsbotham was appalled to find a woman who had given birth in chains. Today, five months after being forced out of his post, he explains why the prison system needs urgent reform. SNIP Mr [Jack] Straw and his ministers were ultimately responsible to the public for the disgraceful things that I was seeing and reporting - yet virtually none of my regular reports was even acknowledged, except by the Prison Service. SNIP Asylum seekers and immigration detainees, in my view, should not be sent to prison, because they have not committed or been accused of a crime that makes them subject to prison rules.

Although this article was published on December 18 last year, I believe it falls within the exceptions to the 24-hours old rule: ". . .unless an older article would serve as vital background." I hope the URL works; if not, go to the Telegraph site, hit search and look for prisons report. There are other articles about problems in UK prisons, but this one is the most damning.
