Is there a software which converts a captured PAL video to be output into NTSC video for VCD (MPG)?

Also, is it true that in Media Studio Pro 6.0 or 6.5, the max movie (AVI) I can render is 4 GB? If true, then I should cut my videos into several parts before I can make 1 whole VCD (around 60 minutes of MPEG). Or is there an easier way to do this.

TMPGenc (www.tmpgenc.com) can do this conversion. I experimented a little with going from NTSC and PAL and the results were not good, but it did work. I think I read a post one time that suggested that if you convert your PAL source to AVI format, you can pretty easily encode it to NTSC. I would expect this to be better than trying to directly convert in software. www.vcdhelp.com might be able to help you figure out a good way to convert your PAL video to AVI. You should use either the MJPEG or Huffy codec when converting to AVI as they compress without loss. You will need a lot of disk space to store AVI files though, even with these codecs.

I use MSPro6. Yes, you can convert a 25fps clip to 29.97 simply by opening the program, then file>convert>then in the following tabs you input the original fps and resolution and in the save as tabs the fps and resolution you want it to be. The resulting files are every bit as good (or as bad) as the original: PAL to NTSC. MSPro is designed to do this in a way that TMPGenc is NOT.

By the way, it is also true that the maximum render size in MSPro6 is 4GB, which for DV AVI comes to 18mins. For serious videographers this is usually not a problem, but for those who merely want to rip off stuff it is.
