Project Objective: U.S. Naval War College Y2k

Formulate Department of Navy (DoN) input to Department of Defense (DoD) review of possible courses of action (COAs) with regard to U.S. Government (USG) responses to the global unfolding of the Y2K systemic event—however defined (and there are plenty of definitions out there). Project is not about U.S. domestic Y2K situation or consequence management thereof, nor about Y2K problem within USG or DoD. Instead, we focus on potential for Y2K to serve—in conjunction with any "millennial mania"—as triggering event or catalyst for significant scenarios of domestic or cross-border instability in enough countries around the world so as to represent a higher-than-average frequency of possible USG and/or DoD response efforts (typically, about 6-8 crisis responses per year since late 1940s). Examples of response efforts might include intervention along the lines of past Complex Humanitarian Emergencies (CHEs) or other DoD activities designed to restore stability. In short, the questions are, "Can Y2K engender enough local crisis situations of significance to the U.S. to represent a stressing of our DoD-led response capability?" And, if so, "How best to prepare?" Keep in mind, though, that our focus is not to create a list of possible problems (we leave that to the intelligence organizations). Rather, it is to frame the larger dynamics of the Y2K event as it may unfold in any non-US country (by generating a range of generic Y2K scenarios and a realistic model of Y2K event dynamics—see below). Thus, while others in the USG and DoD are concentrating their energies on how best to launch specific policy initiatives or prepare for specific missions, the Naval War College endeavors to create the larger policy framework (concentrating more on "how?" and "when?" questions than "what?" questions) within which these individual tasks can be oriented for maximum positive effect. In short, we're working to create a "do's and don'ts" list for DoD as it wades ever deeper in the unfolding Y2K global event.

This NWC CRAP(NWO really) is nothing more than GaryNorth respun. This WAS Y2k TK. But for a handful of folks, you now like to categorize as nutty, this CRAP flew just about everywhere virtually unopposed and unquestioned.

Actually, in my opinion the Naval War College was irresponsible with this little exercise they did for Y2K. They brought together a panel consisting of many non-technical folks who speculated what might happen based on a flawed analysis of the situation. It was mostly a circle-jerk for sociologists. This was the type of hype that we were trying to debunk.

The Y2K debunkers includes more people than who you saw at Biffy and TB2000, people such as Mitch Ratcliffe, Steve Hewitt, and Steve Davis. I don't think Charles or any of the rest of us have an delusions that we saved the world from an evil cabal of Y2K doomsayers. However, I do think that many of us had quite a bit of influence with Y2K project managers and business decision makers. This was much more important than influencing the general public's perceptions. Also, Ken, you seem to think that this whole thing was a tempest in a teapot and restricted to a few internet meeting places. This is far from the truth. This was much more important than influencing the general public's perceptions There were different areas where Y2K was a concern.As in the medical profession. Dave Hall liked to force his ideas on them along with a "threat" of "lives could be lost and you held responsable" message for good measure. Some how he figured they all had to change their equipment to give out 4 digit dates, even when it was just a "time stamp". Since I was hospitalized during the 1998-1999 rollover I discovered ost of those time stamps used the last two digits. "98" or "99".

I hit submit too soon. Anyway I proposed to the "healthcare2000" group the concept that they did not need to expand the year to four digits because people were used to the two digit numbers all ready and 00 or 01 would be no more difficult to understand then 98 or 99. This would save a LOT of difficulties in trying to expand the dates to four digits.

This idea was well recieved and taken to the powers that be in the organizations. I didn't do anything fabtabouslouse, just pointed out the obvious. This didn't go over well with Dave Hall who was trying to ...??? dictate and coerce these people into doing what he thought should be done. I don't know if it was his ego that demanded he make things difficult for others or what, but he really didn't have the background or common sense needed to "advise" about embedded system or biomedical equipment.

I don't consider my self a hero or anything, but I do accept the fact that I helped a lot of organizations by pointing out facts against speculation. I believe each of us was listened to by people who passed on our ideas and words to others, who passed them on and on and on.....

You stood up to Hall and Kappelman when no one else was doing it, and let the fiery attacks roll right off of you. You must be tough or something. :)

We all played our little part. I really had more fun arguing with the Doomsters in CSY2K than anything else, now that I think about it. I just got *SO* tired of Cory acting like he was the Great, Cutting Edge IT Guru when in fact, he was a saleman and low-key consultant at an OS/2 shop outside DC.

Toward the end, there, I think that Cory didn't like me very much, because I wouldn't let him get away with some of his totally outrageous claims. Go figure. :)

HEY! Speaking of which ... whatever happened to his (unnamed) bank that lost (approximately) $30,000 from a (unnamed) friend's account? He never DID finish telling that one ... :)
