What settings must I use in the codec and in flask mpeg to fit the movie on one 700mb cd?

This is the wrong place to ask this question as this is not a VCD question. I suggest you go to www.doom9.net and read up on DivX. He has some great guides to get you going. There is no definitive answer to your question. You can use bitrate calculators to try to guess the answer, but usually they are wrong. I would say use a bitrate calculator and then reduce the answer you get by 5-10% and be prepared for it to still not be small enough. The reason is quite complicated, but every frame of film compresses differently, so you can never say "I need a bit rate of X for 75 minutes of video", for example. For some films, X will work fine, for others it will be too large. A lot of bit rate calculating is just blind luck and guess work. Once you do this several times, you'll get a better feel for adjusting the figures the bit rate calculators give you and you can usually get a good value the first time. Just be prepared to re-encode your video the first few times you try this as you will almost certainly use too large a value.
