Can anyone help with a definition and point me to reserach on short term contract teams operating in the public services. I am a PhD student looking at the management of 'teams' according to government literature (of school inspectors) but the personnel change weekly, have very short term/inspection specific contracts with a number of companies to inspect, but the team leader has all the legal responsibility for the in school process and its outcomes.
