I have no experience with using a Sega Saturn, but I can give you a few suggestions. Make sure that VCD compliance is turned on. This is an option under Nero. Nero will happily let you burn noncompliant VCDs, also known as XVCDs, if you turn this off. Maybe your VCDs are out of spec and Sega doesn't like them. Maybe also it's the type of media you are using. Try burning to CD-RW and see if your Sega likes it better. If so, try another brand of CD-R. Finally, are using Nero's new menu capabilities on your VCDs? Some people are reporting strange behavior if they burned with a menu.

I am currently using Nero to burn my CDR which can be played on the VCD player. When I started using Nero I did it haphazardly and found that the product had very soft volume. Then I noticed that whenever I dragged and drop the file in Nero, it always prompt me that there is something not right. However if I chose to ignore, Nero will still burn my cdr.My answer to your question is you have to choose VCD option when you capture files from your source. In my case, I am using Cineplayer to capture my videos. I have to re- record the file to change it into VCD format.
