Yes. The actress was Geri Jewell, a stand-up comic with cerbral palsy.

The character, also named Geri (but with a different last name) showed up occasionally from 1981 through 1984. She wasn't, incidentally, retarded. And I recall her character getting quite snippy if you referred to her as "handicapped", too. Her appearance usually signalled a Very Special Episode.
