I will not lay claim to being a theologian, but perhaps I can help you step through this verse.
Matthew 16:19 And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.
The first part of the versde refers to Peter specifically, giving him the authority to open, amking him the first among equals, the authority for opening the kingdom. The binding and loosing which you made question of is a reponsibility that was later given to all disciples
Matthew 18:18 "Verily I say unto you, Whatsoever ye shall bind on earth shall be bound in heaven: and whatsoever ye shall loose on earth shall be loosed in heaven."
And just as God does not always pick the qualified, he qualifies the picked. They were empowered for this task
John 20:22-23 "And when he had said this, he breathed on [them], and saith unto them, Receive ye the Holy Ghost:
Whose soever sins ye remit, they are remitted unto them; [and] whose soever [sins] ye retain, they are retained."
If we look to John 20:23 as an explanation of the binding and loosing, as meaning remitting and retaining sins, then you can find later an instance of its exercise in Acts 10:43 "To him give all the prophets witness, that through his name whosoever believeth in him shall receive remission of sins."
Which then can be ressolved that by the proclamation of the Gospel, you are telling all that acceptance brings losing from sin's guilt and penalty and rejection leaves the sinner bound for judgement.
That is about as I can come to "binding and loosing" theologically and I leave the floor open for other people to add edification and clarification.

"Binding and Loosing": Here Jesus gives us the authority to establish rules for our churches in accordance with the scriptures, that are not necessarily delineated in the scriptures. An example of this would be the requirement we have that an Elder must consecrate the elements for Holy Communion. The scriptures simply say that the Communion is Holy and are not to be taken lightly. Our requirement that an Elder be the Chief Celebrant implements the requirements of the scriptures. Of course, if we bind anything, that is not in accordance with will of Christ Jesus, it will not be bound in heaven. In everything that we do, "Thy will be done." I am not a theologian but this is what the Holy Spirit gave to me. Blessings Pastor Paris

Bind the demons, loose the angels, and get a lot accomplished according to God's will.

Matthew 16:19 And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.Okay Jazz in order to understand the meaning of this verse we also have know what it means to "bind" and "loose". When Jesus said, to "bind" to take or command what is captive, which is running wild and put the under control. And to loose, what is under bondage and set it free. In knowing this, the Christian has this autority, which was passed down by Jesus 2k years ago. We have this power as it says in Acts 1:8 BUT YOU SHALL RECIEVE POWER AFTER THAT HOLY GOHST HAS COME UPON YOU AND YOU SHALL BE MY WITNESSES IN JEURSALEM, IN ALL OF JUDEA AND SUMERIA AND TO THE UTTERMOST PARTS OF THE EARTH. In Mark 16:15 NIV, JESUS SAID TO THEM GO INTO ALL THE WORLD AND PREACH THE GOOD NEWS TO ALL CREATION. WHOEVER BELIEVES AND IS BAPTIZED WILL BE SAVED BUT WHOSOEVER DOESNT BELEIVE WILL BE CONDEMNED AND THESE SIGNS WILL ACCOMPANY THOSE WHO BELEIVE IN MY NAME THEY WILL DRIVE OUT DEMONS THEY WILL SPEAK IN NEW TONGUES THEY WILL PICK UP SNAKES WITH THEIR HANDS, AND WHEN THEY DRINK DEADLY POISON IT WILL HURT THEM AT ALL THEY WILL PLACE THEIR HANDS ON SICK PEOPLE AND THEY WILL GET WELL. See Jazz we must realize that in the name of Jesus lies the power to bind and loose. We cannot come up to the devil and say "I bind you in the name of Rev or Pastor So and So" that wont cut it. (refer to Acts 19:11-16 The Sons of Sceva) To go even deeper we cannot even bind and loose in the name of God. If we look in Mark 16 Jesus said in HIS name we shall do all these things. In Matthew 7 deals with those so called saints who perform great exploits in the church, but in the end Jesus said "Depart from me ye worker of iquintiy I knew you not" In previous passages in that chapter, Jesus said they will say "Lord didn't we prophesy in YOUR name and YOUR name cast out demons?" See in the Word the Name of Jesus has alot of weight, because it was His shed blood which hit the Mercy Seat, He grabbed the Keys to Hell and Death, He is the first Born of the Dead and His NAME is above all other names. Like I said earlier, when binding and loosing we cannot even use the name of God. See, the devil is tricky, there are many gods. Satan is also known as the god of this world. So it is important that when we are in spiritual warfare,(which everyday of our lives, not just when are casting out demons..because we are spirit beings living in a natural world) we use the name of Jesus, because the demons tremble at HIS NAME. Not our name, but the name of Jesus. Along with name of Jesus, the binding and losing is not complete without the covering of the blood. The Blood of Jesus is our protection, His shed blood covers us from all demonic influences. Example Egypt and the Children of Israel. When God told Moses to tell the Children to kill a spotless lamb (type and shadow of Jesus) and spread it's blood on the doorposts, when the death angel saw the BLOOD he passed over their houses. Since we are under the New Covenant (and not to abolish the Old, because the Old Covenant is the schoolmaster for the New) When God sees the blood of Jesus over our lives, judgement passes over us. When we realize the awesome authority we have in Christ Jesus, we will cease to be desperate, acting all broke down and being defeated by satan. Jesus came as the Second Adam to take back the authority which Adam surrendered in the garden, now it is up to us to keep that joker under our feet and move forward in the Glory of the risen Savior!!! (Y'all dont make me shout on here!!! Someone Hold My Mule!!!!)
