I created a video montage of digital pictures and music. I then converted this AVI file to MPEG-1 (with TMPGenc beta 12a) using various bit rates. I discovered that any bit rate lower than about 400 produced pixelated or smudgy images.

Why?

If the image isn't changing (no fades, no movement) shouldn't MPEG-1 be able to reproduce it perfectly even at low bit rates?
