WASHINGTON (Reuters Health) - The US Food and Drug Administration (news - web sites) (FDA) said Wednesday that about one quarter of the nation's rendering plants and feed mills are not complying with regulations issued to prevent the introduction and spread of bovine spongiform encephalopathy (BSE (news - web sites)), or ``mad cow'' disease, in the US.

``Compliance with this rule is absolutely critical,'' Dr. Stephen Sundlof, director of the FDA's Centers for Veterinary Medicine, told Reuters Health. The rule is intended to prevent the spread of BSE to cattle and humans if mad cow disease were to enter the US.

``This disease has not entered the US, therefore the food supply is safe,'' Sundlof added.

Rendered feed ingredients contaminated with an infectious agent are thought to be the source of BSE infection in cattle. Cattle feed includes such remnants of the slaughtering process as brain and spinal cord, which could carry the agent that causes BSE, according to the FDA. No cases of BSE have been found in the US, but mad cow disease became an epidemic in the United Kingdom after the first case was found there in 1986.

In August 1997, FDA regulations began prohibiting the feeding of any mammal protein to ruminant (cud-chewing) animals, in most circumstances to prevent the emergence or amplification of BSE through feed.

The regulations require feed manufacturers and companies that render cattle or sheep to label products with a mandated caution statement, and to have in place a system to prevent commingling of other rendered material. The regulation also requires record keeping of where their products came from and where they were distributed.

``We expect 100% compliance--that's our goal,'' Sundlof said, adding that FDA officials estimated 25% of firms would be noncompliant on initial inspection. Compliance rates are ``much higher'' on second inspections, Sundlof said, but did not have the exact figures.

Of the nearly 10,000 government inspections since 1998 of companies manufacturing animal feed, the FDA and state inspectors found the following:

-- 28% of the 180 plants that render ruminant animals did not have systems in place to prevent commingling of other rendered material, while 16% did not properly label products, and less than 4% did not follow record-keeping rules, according to the FDA. Renderers are the first to handle rendered protein, and the ones who send materials to feed mills and other ruminant feeders.

-- 20% of the 347 FDA-licensed feed mills that handle ruminant materials did not properly label their products, while 9% did not have systems to prevent commingling. Only 2% were found to have flawed record-keeping practices. FDA-licensed facilities mix certain drugs into their feeds, Sundlof said.

-- 41% of nearly 1,600 non-FDA-licensed feed mills that handle ruminant materials did not label their products with the required cautionary statement, and 24% did not have systems to prevent commingling, according to the FDA. A total of 9% of such facilities did not comply with record-keeping regulations.

There are an estimated 6,000 to 8,000 these small non-FDA-licensed feed mills, which have never been subject to inspections prior to this, according to Sundlof. Inspections took place at more than 4,300 such facilities, but less than 40% handled ruminant materials.

``Keeping mammalian meat and bone meal out of beef and dairy rations is the purpose for the regulation,'' Rex Runyon, a vice president with the American Feed Industry Association, said in a statement. ``This prohibition is essential in the overall plan to maintain consumer confidence in beef producers and the rendering industry.''

Richard Sellers, vice president for feed control and nutrition for the association told Reuters Health that most of the noncompliance is due to ``ignorance'' of the regulation. ''This is a complicated rule,'' he said, and lack of uniformity of inspections could be one reason for compliance problems.

``The 91% to 98% rate of record-keeping compliance by feed manufacturers clearly indicates the rule is being followed,'' Runyon said. ``No cases of BSE have been detected in US cattle, even though an intense active surveillance system by federal and state agencies is firmly established.''

I got some insight on this mad cow stuff that everybody is talking about. I've raised Herefords since 68 and there're a lot of ways to piss a cow off. First off just try being there about weaning time at six months and watch the slow burn when you take their calf away from them. Don't do it during a full moon cause you really got troubles then. And sometimes in the spring when you turn em out on that washy enemic grass in April they get a shortage of magnesium which causes grass tetany. Puts em down on their knees and they get a might wobbly.You give em a shot of mag. and if it's too strong a doseage, you got a cow that's on the fight and ready to kill innocent people. You can also make a cow mad when you grab her cervix too damn hard when you artificial inseminate her. For you city folk let me explain the details. You thaw the semen out and draw it into a long plastic pipe with a syringe on the end. Then you got a long obstetric glove on your left arm and you go up her tailpipe and find her cervix thru the anal wall. Then you maneuver the A.I. tube into the vulva and gently push it thru the end of the cervix. When you get to the target you fire No.1 torpedo. But the maddest I ever saw any cow was when I substituted 22 cal.shorts for 22 cal. long rifles in my dads squirrel gun. He grabbed it one day to shoot a cow that had stepped in a hole and broke her leg. He shot that cow 6 times between the eyes and all they did was give her a bad case of scours and put everybody over the fence. Now that was one mad cow and once we did put her down, dad didn't butcher cause he new the meat would taste bad because she got so pissed and all stressed out.
