Even when he is in office GW won't have any power to control what Greenspan does or doesn't do. All he has is the power of jawboning and that power exists well before he assumes office.
In fact, Bush's jawboning may be more potent now than after Jan. 20, since the appearance of his power may never be greater than today. It has yet to be demostrated how weak or strong Bush's leadership will be once he has to cope with an evenly split and contentious Congress. He may be a minor player compared to the Congressional committee chairs.
