I'm looking for good video capture card which can convert between video systems-PAL,SECAM,NTSC.

I have several PAL(maybe SECAM) VHS tape(family record). I wanna convert these tapes to NTSC format VHS tape. But I don't wanna use VCR convertor, I wanna use computer and TV card for this. And also this card would have possiblity to record VCD. Does anybody know this kind of card? Thank you
