I need to know if i can play a pal vcd on my toshiba sd-3109 dvd player.

Yes you can play a VCD on your toshiba 3109. I have the phantom menace on VCD and it will play just fine on my 3109 with the following exception. It artifacts HEAVILY during any action scenes, this is a result of the medium not of the player (or so I've been told) I have viewed the movie on my pc and the picture quality is about the smae. It is just the limits of VCD. It is less noticable on a smaller, direct view TV.

I recently purchased MEET THE PARENTS on vcd and it won't work on my machine.
