polly is short for "Polly Anna". This is a person who generally believes that nothing will happen (that it was just a bunch of hype). These people are also often referred to as "DGI's" (Don't Get It's) by people who believe problems will be serious.

They aren't mad that nothing has happened, they are mad because they aren't having any luck at proving that nothing has happened. Like immature children, they think this is a "game," and they want us to say "I give" or "uncle." We know better, and that makes them mad.
