The Republicans also signaled that they continue to have reservations about the Year 2000 readiness of several important federal programs. With less than 40 days to go before the start of the New Year, the Republicans listed the nation's air traffic control system as not ready for Y2K, in part because they said some computers and communications systems still need rigorous, end-to-end testing to ensure that all electronic exchanges work.

Today's grade still may prove vexing to senior Clinton administration officials. In addition to air traffic control, Horn listed 17 other federal programs as "at risk of failure."

They included the Agriculture Department's food-stamp and child nutrition programs, the Education Department's student aid program, the Medicare and Medicaid programs and public housing programs. Almost all of these programs rely on states, localities and nonprofits to deliver benefits and services.

Based on an audit by the Housing and Urban Development Department inspector general, Horn said that eight cities remain seriously behind schedule on Y2K repairs to public housing. The eight are Baltimore, Chicago, Dallas, Detroit, the District of Columbia, Fort Worth, New Orleans and Omaha, Horn said.

"Thousands of families who live in public housing are at risk of losing their heating, elevators and fire and security systems because of the upcoming date change," Horn said.

It doesn't look like Congressman Horn believes their lies.

Interesting how the most vulnerable are last in line for "final fixes." To cull or not to cull.
