NERC: Reliability standards legislation needed now

Hi,

David R. Nevius, Vice President of the North American Electric Reliability Council testified today (October 26, 199) before the Energy and Power Subcommittee of the House of Representatives Commerce Committee to encourage passage of electric reliability legislation. His testimony: "We need reliability legislation now. Without the ability to enforce compliance with mandatory reliability rules, fairly applied to all participants, we may not be able much longer to keep the interstate electric grids operating reliably." He said three issues needed further consideration in H.R. 2944: the inappropriateness of giving FERC authority to establish interim standards, the role of the states, and avoiding statutory ambiguities.
