Trying to find the ideal specs for putting video (PAL) to CD. Would like it to be the highest quality but any resonable computer able to play it back. Is 15fps and 195kps about right, or can I go safely higher? Thanks Simon

You should in my view, use the VCD format. The available software players play the resulting .dat file much better than playing around with ordinary mpeg-1 files with higher data rates and different frame sizes. Plus you will have the advantage of playing the VCD in some DVD players to the TV.

VCD in PAL requires a frame size of 352 x 288 at 25fps as a starting point and you will need other software programs and hardware to achieve that. You do not say what the basis of your system is so it is difficult to comment further.
