Will the 24 orbiting satilites reset to zero at the same time or will they reset at 8pm. eastern or western time? What about the GPS satilites that are not in our hemisphere? Will the Australian positioned satilite change over before the western satilites? If so, this has already happened yesterday and if so, the eastern positioned satilites have change over 30 min. ago. My communications are still up and running!

As Tom wrote, all the satellites use the same time reference, so all rollover their week counter at the same instant.

The GPS satellites are not in geosynchronous orbits. They don't stay over the same spot on Earth all the time. Their orbits were planned so that three or more would be above the horizon at any time no matter where you are, but it wouldn't be the same three all the time.
