I was checking out the darkroom section of eBay and came acroos some Chrome Ferrotype plates. I was wondering if anyone uses these and are they actually beneficial at raising the gloss of glossy papers?

Yes -- for fiber based "F" surface papers. I dry my Azo prints on a Premiere dryer with chrome surfaced plates. I use a mix of photo-flow and glycerine to soak them just before laying them on the plate. Pakosol is an old standard soaking medium also. Bon-Ami is a good cleaner -- polish to aid in a clean release.
