I've heared that Video CD version 3.0 is out already. COuld anyone point me to a site that discusses the new format, or whether this is even true?

The interactive VCD 3.0 is a low cost, feature rich solution with backward compatibility to VCD 1.1 and VCD 2.0. It contains a Graphic User Interface (GUI) and Internet hyperlink features allowing user-friendly interactive applications to be implemented in the VCD which is well suited for educational purposes.
